New to SamyGo. Couple of simple questions

I stumbled on SamyGO as I was researching how to get DVR functionality to my UN65F8000. Can someone answer a couple simple questions?
1- I have read that regions other than the USA have a PVR function. If the capability is there what is the specific reason it has been disabled? Some law?
2- Can PVR be enabled in my tv model?
3- If #2 above is possible is there a video somewhere that shows me how the PVR looks and works?
