UE46F8000AT loop clicking

Hi!
I have got a problem with my UE46F8000AT.
The TV was bought in 2013.

On power supply:
BN44-00635B
L46U2P_DHS

On the tuner sticker:
UE46F8000ATXRU

The matrix is
CY-KF 460DSLV1V

Two days ago, the TV spontaneously moved in SMART mode.
After turning off the TV relay began to click.
Red indicator blinked 2 times, then few seconds later clicked and repeated again and again until loss of the power by unpluging.
The screen is not working.
I removed the back cover and visually checked all capacitors. There was not swollen or polluted capacitors. they looked like new.
I measured the voltage at the output of the power supply.
All measured values are pulsed.
The part of them was 0-4.5V
Other part was 0-10.
I assume, they should be 5 and 13V, but quick changes are not allowed to reliably measure.
I'm not found the standby output with continuouos value.
Which block is the cause of the fault? MB or power supply?

I think that you can try EEPROM reset.
My TV had similar symptoms (loop restarting, but screen had worked - was displayed channel of number) and it solved the problem.
You read carefully the topic and you decide.
