Unable to get development options in UE40C6530

Hi,

I have created a develop user, restarted tv, logged in to develop user. However when I go to settings I cant see the development options, to put the IP of my apache server.
can you please advise what should i do.
TV: UE40C6530
tried till now: downgraded the software to T-VALDEUC 3005
