What Android TV are you talking about?
Blocking samsungotn.net and all its subdomains works just fine with tizen.

I'm testet with Horizon Box as Router and Samsung JS8090 TizenTV and still install Update.
With Samsung H5510 Android TV works Fine.

You did not block correctly or your router has faulty firmware.

H series is not sunning Android TV.
