Technically, every CPU need sufficient cooling on top. You can't assume that "that cpu will not used much than don't needed to put big heat-sink on it." At least Samsung has knowledge to how to design its boards...
No one know what Samsung tells about that but it if your tech service detect such a thing. What ever your tech service says, believe it's your tech services claims, not Samsungs. And if they gonna sue you about broken TV due DTS codec, you can request the proof. In real world, your technique service looks your board and if its not working, they simply change the whole board even is some really basic component is failed. Not start any basic inspection on it. And this thing don't gonna detected unless they start forensic inspection for your board. If you CPU burnt, so there is not practical to try to look what is loaded to its flash memory also.
