You have to open 52235 port on your router and forward it to Your TV IP.
Tv must be on.

This build may be executed using telnet shell and allows you to send a message to the TV (exeDSP layer, actually). Imagine that somebody is watching TV, while you have network access to your TV's telnet. Then you can connect to that TV and use sms commandline tool to send your message (i.e. from within that TV). You can also use this tool in a script so TV will inform you via OSD message that script done something etc.

All these 3 builds are separate programs. You don't need to install anything. The daemon is already running.
