What you mean with nothing happens?
That patch enables VideoARFix v1 ( Full Screen video ) and Playback medias from your USB devices. Nothing more.

Do you sure that your TV uses CHL5DEUC firmware? Because there is some positive feedback about...
Might be your device CI+ model, which they are not compatible with this script yet.
Could you flash your device with original firmware of T-CHL5DEUC?

T-CRLPEUWC is not good idea to discuss here. Also there is no way to modify that firmware. Because that firmware from Samsung download area has NO exe.emg data in it. We cant help you unless you dump your firmware from your device. For duping flash, you will needed to have ExLink cable and read wiki pages for knowing how to do...

You needed to extract that T-CHL5DEUC.exe before patching. After that you can drag that "directory" T-CHL5DEUC and drop to SamyGO.py file. Thats all.
