Funny, did you disable apache script? And do you still have access to virtual usb?

Didn't disabled nothing, I check again and the script is worked but after more than 5 minutes after tv start???!!! It's some delay until scripts are executed?

TVs are are often doing annoying 5-10min updates on startup (at least E series), during this time you don't have access to anything (like unrooted TV). You can try to reboot and see if it's so long again :)
edit: "Normal" time before everything launched is about 1minute

I rebooted tv an pressed refresh button on browser every 5 seconds, test.cgi page showed after 3:55 seconds :(
Should be another way to start this script quickly

Startup is probably slowed down by unused scripts, or by a large amount of files on nfs share...
You may disable every scripts (add .dis at the end) you don't use:
Keep only these ones:
-catch_crap
-vusb
-apache
-nfsmount
-FontSizePatch
If it's still slow you can try to move nfsmount script to the end (rename it to 99_99...)

Why all patches starting with 99_99 have so much delay? There is some wiki to explain this?

Yes it's called check your self:) it maybe samba :) it maybe NSF:) you have to disable scripts and check how much every one of them runs. Besides I often had longer delays. I don't understand why you are so surprised:)
