You need to have Samsung widget manager instead. The only way I know to have it installed on your TV is by setting your country to Ireland through Plug and Play option (Note that you'll lose your current settings).
That way is how I have it.

No, It is in the regular Menu
The path is MENU>SETUP>PLUG&PLAY
Just an advice: I would save your current settings in a USB drive before setting the country to Ireland. Otherwise, you'll will have to tune all the channels again.

Same was for me if i used internal IP.
After i set my external IP, it works fluently.
Use port port forwarding on your router.

if your tv and http server with widgets are below rhe router, you have to redirect 80 port to ip of your pc with http server...
