Both of them. I've edited my previous post
This problem appears only on HU6900, HU7200 and HU7500 models. I've tried both methods to access "FULL" SM (3SPEED and INFO+FACTORY). Local set option is avaliable, but when you try to change it at the same time are changing language_arabic and region options

No, there are two SM (that i've seen). In extended SM local_set option is available

Yes, but both INFO+FACTORY and FACTORY+3SPEED methods access the
same "extended" SM, right?

From standby mode INFO-MENU-MUTE-POWER, after getting into SM +3SPEED, than menu looks like that turns on from opperating mode by pressing INFO+FACTORY

Well I can only repeat what I said previously disable OTN Support. The longer you have it set to ON the less chance you will get what you need. It's possible you might be able to change locale set using rooting but not if you leave it to ON
Also why do you want to change locale set? I mean to which one? What do you want to achieve ?
