I have SAMSUNG UE48JU6400 on firmware 1214
Is there any place I can get tv apps that works offline?
also how to install them via USB?

Any app I try to turn on wants internet access

You are lucky that it has no internet access so it didn't update to latest firmware and block USB apps.

There is userwidgetfolder method to install customwidgets on your tv for firmwares below 1422

1. Format a USB-Stick and create a folder "userwidget" in root.
2. Copy ZIP-file of widget to /userwidget
3. Plug-in the USB-Stick
4. Apps will be installed automatically when you connect the USB stick to TV. (This is now blocked in last firmware release)

Try to google by keyword userwidget and you will find some.
