Is it possible to downgrade the software of Q9FN and Q900RA?

Hello,
Since update 1310.4 many people have issues with the YouTube app.. 4K videos always buffer and the quality automatically changes to 360p.
So I was wondering if a software downgrade can be performed on both Q9FN and Q900RA
