Yes, it's told before but not a problem for everyday user if you don't buy your TV from Ebay like site. That lock probably for ruling/controlling international markets pricing...
We do not have any solution for that also don't thought as a real problem yet.
Also discussing this might be problematic on some international trade law. (Or not? Needed to research on it...)
