The "Game Folder" is became big pain for older users... We needed to add Games folder to older firmwares.
Might be it's possible by changing T_Library.swf.

But I think you don't have shell access to since your device is CI+.
I can say that, Hacks are compatible with your firmware. But We cannot know exactly before you are try at first hand :)
Well, try the "Gallery" hack if it's possible. Waiting for results.

Unfortunately you can't use RSA-Disabler for update your flash with hacked one... Nothing to do yet.
I am thinking of that if the firmware upgrade process at CI+ devices has some security issues like trying to execute run.enc.sh file on USB.
Are there any one to try this at home? :D
Need ExLink cable, debug enabled console and watch debug output if there is any special line from specially prepared run.sh.enc file.

What exactly want to test?, As I say i have the cable and can debug enabled console and watch debug ouput, but i don't understand what i must look for.
If you have latest firmware, you cannot enable debug menu naturally. If you have telnet access, you can revert back your firmware to older state.
Also I guess you can use programs via GDB attaching technique. That loads required program without game menu. But we are don't produce article to describe how to use this tool (yet).
