Are u sure u have a ttl signal,

U have to cross tx and rx.
Discovered the other day putty and hyperterm can act different.
Also try hyperterm

From your description i haven't understood what exactly have you done in result TV bricked.
Step by step please: changed model or some other service menu settings? It is important to understand what`s hapened and what to do.
It is good that TV starts and shows smth on the screen.

Is it possible to put it to stand-by mode and then -> to service menu? If yes, then you can do factory reset.

In any case dont connect any 5v to pin 9. Just only rx, tx and gnd! pl2303 chip is based on 3.3 voltage and dont needed any extra power suply...

just try without 3.3v as juuso mentioned only tx, rx an gnd

you should use DB9 to DB15 adapter on TV side, we dont know DB15 pinout! I mean - im sure if DB15 is used, you have to find out pins you have to connect to.

Not ok. You should connect:
[TV's SVGA DB15 female] <-connect-> [SVGA DB15 male to DB9 connector]<-connect-> [usb to ttl converter (Pin 4 to RX, Pin 11 to TX, Pin 5 to GND)] <-connect-> [PC`s USB port]
