new user here but have been reading the forums quite a bit now.

My TV is
Model UE46B8000
Software: T-CHU7DEUC-2004

the question is, is it CI+ compatible, and if not, can the firmware be upgraded to be CI+ compatible?

No. Sofware way is impossible. Once you bought CI device it remains CI whatever firmware will you use.
If you need CI+ support, you have to change mainboard. It costs about 100euro.

Where can I buy a new mainboard with CI+ for my UE40B8000 at that price?
