I noticed it too (in chrooted debian lenny on nfs and loopback mounts).
Most likely busybox init implementation is to blame:

Personally I just decided to ignore them
. I think running out of PIDs scenario, althought theoretically possible, is not very likely to happen in practice, as only daemon processes are affected. I tested various services in this environement (mediatomb, vncserver, alsa, apache, sshd and X) but never got more then 30 zombies in total.
