I think it's not possible easily.
Your link does not contain "exe.img" partition. So we cannot make anything on it.
You needed to extract that file from your TV. AFAIK Tuners have their MPEG chip, you cannot use that for decoding your USB movie.
Best thing you could make that, building exLink cable and trying to drop linux shell.
