I don't think that If I understand you fully, but how do you plan to attach that external receiver to TV? TV has only one tuner and it can record via it. But Don't understand the second DVB-T... It you are planning attaching second DVB-T via Scart, It's impossible due Scart is using Analog Transmission. Even you cannot make it via HDMI port too...
Might be possible to use that feature via LAN connection on Full open sourced TV. Might be we could program our exeDSP that lets play external tuners video and even record them... But's it's looks like dream with closed sourced exeDSP.

It's more clear now.
You can have this via PVR tool. It's not yet ready but can record things already.
It doesn't have auto recording option yet. But this could be possible future.
Problem is that you cannot record and watch in same time
if you wanted to play older recorded movies while new one is recording.
Because TV needed to displaying recording content while recording as I know.
And TV needed to be open every time for recording option works. We cannot rule DVB tuner alone, only using some predefined recording functions.
I think you understand the situation

Offtopic - regarding the time shifting feature, there is _a_lot_of_ functions handling time shifting features in the exeDPS (I'm not saying, they are working or finished - IMO mdb file is used in these functions for seeking etc.). Anyway, as erdem mentioned, right now we do not know, if it will be possible to record DVB and play movie at the same time.
Also I'm afraid there can be another problem - I'm not sure if the (W)LAN speed would be enough to record and play DVB stream at the same time..
