It's about USB to Serial driver not related with Samsung TV.
Do you sure that your cable is using Prolific chip? You needed to have functional Comport to use ExLink cable.
Try different prolific drivers and/or verify your USB to Serial chip and download correct driver.

Put that cable on a linux computer (or install linux to VM and attach that USB to that VM) and you can easily identify which driver it uses via "dmesg" or "lsusb" commands.

After you can locate and find correct driver on windows 7 if it's available. At old days, windows has much more driver than any OS. Today linux simply overtake that crown.
You can also investigate that USB devices ID numbers from HW manager and searching them from google. That is another way.

Here you are
Since u-boot is
not the same, but compatible for whole b serie, you can restore this partition to your tbml0/2
after this you be able enter to booloader, but stil don`t have shell access via cable.
To have ex-link fully working and you be able to get shell via ExLink, you have to rewrite tbml0/4 and tbml0/5 too.

u-boot is not the same for all B series
