Scheduled task?

Hello.
I have Samsung Smart TV UE46F5300AW.
I would like to know, if this is possible:
Can i control TV over network from PC?
I would like to do something like this: From PC I tell to TV to turn on web browser app. Task is scheduled in every hour.
Or maybe some DLNA/UPNP server could do this?
Is this possible or not?
Some CLI programs i found here, but to execute them I need linux or what?
