What do they mean "not official" for my country?

Hello.

I live in Ukraine and am trying to buy a 40H6400 or 40H6500 and the online stores are doing some bait and switch thing with me here when I try to order.

>> I am told that the less expensive model is made in Slovakia and that they don't recommend it because I'll have to pay someone $50 every 3 months to reset it so that it works again with the Internet. Instead they recommend that I pay another 25% more for a Russian model which won't have that problem.

The thing is that I can't get to the bottom of what they are talking about. Is it that some update resets the country code? Is it a firmware update? I'm quite competent to make any changes but I'm giving this TV to my mother-in-law and she's not. Plus the main app that she'll run is the TeNet IPTV app which gives here all her channels. Can I just disable updates?

Q1: Any idea what they can be talking about?

Q2: Can someone point me to a country code list which lists the following so that I can know what to ask?

UE40H6400AKXUA << Russian?
UE40H6400ATXUA << Russian?
UE40H6400AW << Polish?

PS I'm also told that the 'Unofficial' Slovakian model has only a 1-year warranty while the 'Official' model has a 5-year warranty.

PS Maybe the problem is with the TeNet.ua app needing a certain model? The manual for the older version: http://www.tenet.ua/upload/Samsung2011-2012.pdf
