Well, I guess he's not talking about THAT kind of apps. I think he's talking about C-Series exclusive AppStore:

There is site with widget to C series (2010) what you can install to TV, but it isn't from Samsung Apps Store!
One guy form Poland find way to change ip off server where Samsung TV download widgets.

Maybe it is possible to copy widget engine from C series to B.
My B650 use Internet@TV version:
1.060 (not Yahoo skin - country set to Poland); new C got
v1.066.

Instruction from site:
You need have Samsung C series with connection to Internet!
Create a new (special) user:
1. Press Internet@TV button on remote
2. Find and open Settings menu in it
3. Create new user
4. As name type: develop
5. Set simple (to remember) PIN code
You can reset TV.
Login:
1. Go to Internet@TV
2. Press Red button (A) for login
3. Choose user develop and type you PIN
4. Accept by press OK
Add new IP adress:
1. Need be still login as develop
2. Open Settings widget menu
3. Choose last option (new) called Developer
4. Choose option IP Address setup
5. Type IP - 91.121.84.162
Update the list of widgets:
1. Need be still login as develop
2. Open Settings widget menu
3. Choose last option (new) called Developer
4. Choose Synchronize user applications
5. Wait for box with confirmation
6. Select OK
New widget(s) should show on widgets list.
Now author develop one widget -
NetPlayer (current version 1.4).

B650 TV
SamyGO can create own widget apps server now.
