You should use samygo game "EnergySaver"
It is as module in SamygoPVR. It does
what You need.

There IS a screensaver, but the minimum time is 2 hours!
You can change the background picture.

Well, using ESAVING module of PVR I can switch off panel while in media player (I tried watching a movie and worked).
