I have a Samsung LE40B651 and I don't know for sure if is CI or CI+ compatible.
The model code from the back of the TV is LE40B651T3WXXH and the version is SQ04.
Is there any firmware/software that enables the TV to work with CI+ device that I have from my local cable provider ?

Its CI (without plus) model. Firmware should be T-CHL7DEUC-
search on forum how to check exact firmware number.
B series wiki contain some info about what you can do with your TV except regular watching of tv showz...

No. Here is not. Ci and ci+ difference is hardware related.
