Developer mode is available
Finally, you are able to try to install your application on Samsung Tizen TV. You can add your TV device into Tizen SDK IDE, run application on it. Currently, developer mode for tizen application is only available for specific models of '15 now. Samsung plans to expand it to other models by OTN. Expected Schedule will be updated later.

Yes 1411 is not yet available by OTN(over the network) but can be downloaded and upgraded using USB. Unfortunately Samsung doesn't share changelog but I updated in first post known resolved issues or added features.
