No, factory reset will not downgrade the firmware back, only the setttings will be restored.

I can confirm the same problem, it seems like the new firmware does not allow the local_set change even after uring RuSamsumgTvCommunicator (Factory, 3Speed). I'm not sure if there is a different way to do it, otherwise I would think a software downgrade is the only solution, assuming that is still ...
