Gut out the TV with the bad panel and swap main boards on the other set. That is all you should need to do. If it doesn't work, then that means your boards are not compatible or you don't have a bad main board on your set with a good screen.

Your problem is not the software, but the chip itself needs to be replaced. If you use a can of compressed air and flip it up side down while spraying the chip, you will freeze it and it should allow the tv to turn on for a short period of time. Hello, If your TV uses main board BN96-21113A or BN96-21111A then IC1301 is your issue. It is more than likely a physical issue with the chip.
