I have records in my hard drive that fades with my Samsung TV from time to time. what to do ?

i have just one question : if i changed the region to EU-AFRICA can i get also PVR function ON or not ?
my firmware version is 1460.4, if i upgrade to 1500.3 the pvr function will still working ?? and the LOCAL SET will be changed to default EU-GER or not ,????
