There are certainly other options in the meantime. Just read the documentation from hyperion.

So if I enter the address of the hyperion installed and running on my Raspberry Pi or PC, can I make the settings for the LEDs placed on the TV?

yes. And btw you dont need to edit the file directly. There is a UI with an Configuratior. And each option has a description.
Why you dont read the documentation?
Why you dont use the UI?
Why you dont ask in the Hyperion Forum?
