i think you didn't do anithing wrong this sounds more like a network problem,
(bad cable, low quality antenna on WiFi, switch, defect nw-card....)

it also can be a problem with windows network settings, very hard to make a remote diagnosis.

you also can try to search in google for "windows disable qos"
