Well I can only repeat what I said previously disable OTN Support. The longer you have it set to ON the less chance you will get what you need. It's possible you might be able to change locale set using rooting but not if you leave it to ON ;)

Also why do you want to change locale set? I mean to which one? What do you want to achieve ? :)
By changing local set I want to get access to Russian menu language and I want working Smart Hub (TV was bought in Europe and now it comes to Belarus where geolocation says that TV is not for my region)

Don't be so sure in your opinion. When local_set is EU and you are located in CIS zone, even connection to samsung servers is refused. And I can not choose another region of smart hub, and menu language also depends on local_set value

Lol. Did you get to smart hub country selection box? :) Did you try the "enable selection of any smart hub country" trick described on wiki? :)

I can set up a VPN or proxy connection for you from my country (to use on your TV), and you can try any way you like to configure smar hub and menu language. There is nothing to LOL if you don't unterstand the rules. Of course i've read all wiki about this issue

Well lol because how vpn or proxy would help when to change smart hub country you only have to hit certain keys on the remote ? :) It's not very complicated... That's why my question was did you try it and what were the results ;)

I've offered it's for you, you'll put offered settings on your TV, and when your TV will have a foreign IP - try to set up all settings for smart TV
