After 10 minutes widget doesn't appear in smart hub. Which client should I use instead of putty? Telnet works on 4023 port.

You should use command "telnet" in terminal

After I run telnet on 4023 port, it return me to cmd if I want paste command.

Yeah because on port 4023 there is no telnet
Check 5023 and if won't work download netcat

Don't work on 5023. I've downloaded
netcat and don't know how to run that one.

you drag exe to terminal so it looks like this:
