Before all of these, you can want to note your TV Menu Setings, because end of this operation, we have to perform Factory reset.
1- download this program to your smart phone

2-Open your TV on any TV program, push S1 and S2 button on program (just wait and you can see Service Menu)
3-Select Option menu, and Select EU instead of EU_TURKEY (or whatever region)
4-Turn back and select "MRT option" menu and check "PVR support" set ON
As you wish; Language_Arabic: TURKEY (or whatever you want)
Region: PANEURO
PnP Language: TUR
5- Turn back and select Factory reset.
6-You can set your TV's Wifi, region (no Turkey in the list) and SAT settings.
7-Connect HDD wherever you wished USB (I used both USB 3.0 and one connect USB. And 60 GB NTFS 2.5" HDD)
8-Select a program, use record button for PVR or pause button for Timeshift. For a first time, TV wants to test your HDD.

Finally, I can't understand that why is Samsung hide this simple operation on 4500TL price latest TV?
