About changing the local set

Hello! I will bring my tv to another land, where i know the Smart Hub will be blocked. The queston is: can i change the local set now, when smart hub works, befor bringing it to the destination coutry, or it must be BLOCKED first?
And one more question. I read somewhere that samsung blocks local set option (in extended SM) on J series, so we cannot change it anymore, is it true?
