UE32T5305 - Initial Setup

Is there any way that these sets can be set up without using a set internet connection (IP Address) ?
When you start through the set up procedures you are taken to 'Terms & Policy Setup'
This then connects to the Samsung Server.
Once this is done the Apps are then available.
Can this be done avoiding a required IP Address?
