You have better to read HDMI spec sheets. You can find easily if possible...

I think HDMI connections need to negotiate - the source device asks the TV what it can handle.

With +5V provided to HDMI pin 18, TV will probably think there is a source connected to this port (i.e. given port should at least appear on the source list). But TV (HDMI port processor chip, to be more specific) will be also well aware there is no valid DVI/HDMI signal on this port (yet). So will this port be actually selectable from the list? Probably not.
