You can download T-CHLCIPDEUC-2006.0 from Samsung Open Source Release Center. It is not recommended to upgrade to latest firmwares (2007-3001) because it are not compatible to samygo and gives some limitation to tv instead of adding some functionality.

Another question is: why do you need this firmware?

Does your TV got IP adress from your router?
I think you can install T-CHLCIPDEUC-2006.0 after patching with SamyGO Firmware Patcher. It's better :)
