Yes possible. The tool name that you are looking for is "bftpd", search on forum.
1) Why don't you try first? It's simple FTP daemon. You can connect with FTP utility under all osses.
2) This is not a 'fix'. It's a hack. I see no point to do that. If you wanted to make it, you will patch your firmware with Advanced mode and make autorun for bftpd, use TV as a NAS... Trying to run that program for every boot is annoying thing for me...
