As it's written in big letters, root is mandatory. Program must be able to connect to TV at least to extract keys if you want to decode offline afterwards. Without online key extraction, no decrypting possible at all...

No idea of what you're calling "the other way", but there's no "way" to decrypt recordings without root on F series.
