You can't "decrease" directly from 2014.2 to 2009.2
You first have to install 0000 (T-ECPDEUC_SECUSB_0000.zip), then 2009.2 (or any other)

You have to extract (not copy) T-ECPDEUC_SECUSB_0000.zip to the root of a freshly FAT formatted USB drive, then plug it to TV and launch firmware update over USB.
