On this SAMSUNG SMART TV UE40H7000SZ is it possible to INSTALL app ANDROID too?

No, not unless PVRdecoder for Android exists. However, you can decrypt files with your PC then copy them to your Android device

No, not unless TV has Android as OS
(i believe newest Philips TVs have Android...)

Just tried, I had no problem in downloading both quickly, check your internet connection!

It depends on provider, most doesn't allow recording.
