Do you have any idea of what is keeping the file described below from being playable on a UExxB7000?

Might be avi container corrupted...
Try to repair that AVI with DivFix+++ (link is on my signature.)

I don't think it's a case of corruption but rather the format that is accepted or not.

It plays on my computer and I trans-coded it with handbrake and the latter plays on the TV.

Comes weird to me. I don't know what's the problem. TV needed to play this... Since you re-encoded the stream, you can try other combinations and could found what is the problem...
