Floating widgets

I think it's locked by samsung due a patent registered at Europe... Some other user search for this too but I don't remember if he found a solution or not. You can search at forum

In the UK (& elsewhere?) there's a new app 17/08/11 "Time" which offers a feed of news stories in full screen or floating widget mode
