Install widget using develop account

Hi,
Can I know any link or YouTube video guide to install using develop account to install widget on samsung d-series tv?

Installed apache web server on PC successful and widgetlist.xml and able to access via tv but cannot install.

Under settings-development-user application synchronisation it popup message "network or server interference occurred. Please try again later"

Any advice?
