Be sure if your USB is recognized as disk3, you may destroy your hard drive instead !I found a way to erase partition from an pendrive
1. Open a command window as admin (cmd)
2. type: "diskpart"
3. type: "select disk 3" (where you replace 3 with the nr of your pendrive)
4. type: clean
You'll see in diskmgmt that there isn't any partition on the pendrive anymore

Other options to get your 16Gb back is to use software e.g. FDISK, Partition Magic, QTparted...
You also could repartition your pen using windows Disk Management.
