I have this in my mind but I have doubts if TV processor is enough for encode webcam stream. Perhaps I heard there is some USB cams have encoder in it and streams in h264 format directly.

What? Do you sure? TV has decoder for extracting mpeg, h264 like pictures but I don't know if it has any "encoder". Where do you know that? however it's strange a bit, it's typical that video chip support decoding also encoding.
