I am looking for (free?) software to convert my MPEG (or WMV or AVI) file to transport stream (.TS or .TP) format.

You should go look for AVS Video Converter
It wil basically convert any video-format to any other video-format ..
Its NOT a free tool, but it CAN be found on a lot of .torrent sites

In my opinion there's no need to convert MPEG to TS since mostly TS is MPEG and remuxing is enough. Just use "TSmuxer" software (free 
).
For other formats such as AVI and WMV, yes conversion may be needed...
