I have a big problem.

My LED TV did always work well... Some days ago, it was put into the well-known endless clicking bootloop.
This happened, when a second device in hour home shorted.
The TV restarts every 16 seconds, when turning the TV from Standby-Mode into Power-Mode.
Meanwhile, the relays are clicking every 16 seconds as well.
No electrolytic capacitors were blown up, so I ordered the whole supply-board.
After replacing the supply-board, nothing changed.
- no backlights, no screen, no sounds
- clicking and rebooting every 16 seconds
Then, I found this forum and tried to reset the EEPROM. That did not work either. Or I have done it wrong:
I shorted VCC and VSS (http://pdf1.alldatasheet.com/datasheet- ... 24256.html) with a small wire
and I also tried to short two pins M_NRESET with M_E_SDA (as shown here: http://wiki.samygo.tv/index.php5/File:EEPROM_Reset.jpg, note: this is not my board).
Unfortunately that did not work.. Same with GND.
After some measuring and testing here and there, nothing realy worked.
So I came up with the idea to unplug some connectors.
When I disconnected the main board from the supply board and plugged in the tv, the LED backlight turned on.. First yeah! effect, as I did not know, what was still working and what was not.
But that didn't bring me forward, yet.
There are still some questions, I've:
1.) is there any chance, that the EEPROM is damaged?
2.) Why won't the TV react on the remote control, when it is in Bootloop?
3.) Are there any other parts, that can show the behavior mentioned above?
4.) Is there any other possibility to reset the eeprom without soldering it out? No matter which pins I have shorted, meanwhile, the relays where still clicking as in general...? Somewhere I've read, that they should sound differerent

By the way, what are those LD_ Pins for?
