It depends on features, with such reasoning manufacturing only high-end models then limit them by software would be enough (not sure of economical reliability though, even if less models to produce

It's up to you to change that value, but just be aware that you can easily brick your TV by playing with that.

You still can open your TV and look if there are 2 tuners inside, or an empty space labeled "TUNER2"
